Grand County is proposing an expansion to the Spanish Valley Water District to cover Grand County, including Castle Valley, Moab City, and also part of San Juan County. This expansion will add hundreds of acres of State Institutional Trust Lands Administration (SITLA) property in Spanish Valley to the district’s boundaries. The district as it exists today with its current, smaller boundaries, only has sufficient water to develop one-third of the property in Spanish Valley. There is no extra water for the development of several hundred acres of SITLA property.

If properties of SITLA and Cloudrock will have the same access to sewer and water that is available to the current residents in the Improvement District, Cloudrock will use over 10 percent of the water currently available in the Improvement District. Development of SITLA property will reduce the water available

to develop private property in Spanish Valley.

Castle Valley residents will receive no benefit from the expanded district, but will be subject to additional property taxes for any General Obligation Bonds approved by majority vote in the new district. Castle Valley residents have paid taxes for the development of Ken’s Lake for over 20 years and receive no benefit from the lake.

The residents of Grand County need to call their County Representative and express their concerns. Properties outside of the current boundaries of the Spanish Valley Water and Sewer Improvement District should not receive water from Spanish Valley until additional sources have been found.
